RENTRI: Transforming Waste Management and Fleet Compliance in Italy
Discover how RENTRI is driving the digital transformation of waste management in Italy and how Frotcom’s telematics solutions help waste transport companies ensure compliance and smarter fleet operations.
The RENTRI (Registro Elettronico Nazionale per la Tracciabilità dei Rifiuti - National Electronic Register for Waste Traceability) marks a significant technological and regulatory change for the Italian waste management industry. Established by Ministerial Decree No. 59 of April 4, 2023, RENTRI officially came into effect on June 15, 2023, and became mandatory on February 13, 2025, with gradual deadlines depending on company size.
Digital Transformation in Waste Management
RENTRI replaces traditional paperwork with a fully digital system for managing waste identification forms (FIR), chronological registers, and all related documentation.
The platform connects waste producers, transporters, managers, and public authorities to promote greater transparency, traceability, and environmental accountability across the entire waste lifecycle.
Who Must Register with RENTRI?
Registration with RENTRI is mandatory for waste producers, transporters, and managers, who must not only record but also regularly update information about the waste they handle. In addition, RENTRI applies to both hazardous and non-hazardous waste, using dedicated modules to ensure accurate identification and proper processing in line with national environmental regulations.
A key update affects companies registered under Category 5 of the National Register of Environmental Managers (Albo Nazionale Gestori Ambientali), those authorized to transport hazardous waste. These companies must:
- Install GPS geolocation systems between July 1 and December 31, 2025.
- Self-declare compliance through the AGEST portal.
As of January 1, 2026, all new registrations and modifications to fleets must include proof of GPS installation. Non-compliance may result in disciplinary sanctions or exclusion from the Register of Environmental Managers.
Geolocation System Requirements and Deadlines
According to Directorial Decree No. 253 of December 12, 2024, vehicles used for waste transport must be equipped with GPS tracking systems that:
- Monitor the entire route from origin to destination.
- Are linked to each vehicle’s license plate and chassis number.
- Store and export data in a standard digital format.
- Enable real-time and historical route tracking.
- Ensure data accuracy sufficient to reconstruct each journey fully.
These requirements apply immediately to newly registered vehicles and to existing vehicles by December 31, 2025.
